Allan Mansoor was born in Redwood City, California, and grew up in Culver City and Costa Mesa, California. Both of his parents immigrated to the United States for a better life, his father from Egypt and his mother from the Aland Islands.
He was an Orange County deputy sheriff for sixteen years. He ran for office and was elected to the Costa Mesa City Council in 2002, serving three non-consecutive four-year terms and three terms as mayor. He served on the Orange County Transportation Authority and later served two terms in the California State Legislature.
