The queen, looking into her mirror seeks out who is doing right and being fair. The dragon, the dwarves, others in the land get the twinkle of fairness in their eyes. The queen finds she is the one not being fair. She learns that she must be fair and pay her people what they are worthy of. Then her eyes will twinkle, too.
